The purposes of the use of real estate shall be determined for all units of land (also parts of the unit of land), cadastral valuation purposes.

The change of purpose of use is proposed by:
1. where units of land are divided or combined;
2. if a construction permit has been issued, the implementation of which will change the type of use of the building or group of premises;
3. if a new spatial plan, planning plan or detailed plan has entered into force;
4. if, following the conclusion of the land-rental agreement, the purpose of use specified above does not correspond to the use of land specified in the lease agreement;
5. if the intended use legally stated above does not comply with the requirements referred to above;
6. if the parcel does not have a driveway or the possibility of electricity connection without the construction of an additional power line or transformer substation.

Request a service:
The determination or change of the purpose of use within one month (for the reasons indicated in the “Short Description”) shall be proposed by the owner of the immovable property or, if there is one, the legal possessor.

After taking a decision, the local government shall update the purpose of the use of real estate in the information system of the State Real Estate Cadastre Register.

Process description

  1. Service requests

    An application in free form (a document submitted electronically must have been prepared in accordance with the regulatory enactments regarding the drawing up of electronic documents).

    The submitter shall attach the following documents to the
    1. a document certifying property rights, legal possession or land use rights;
    2. a representation of the boundary plans of the unit of land and the area of land (for example, the lease contract or its graphic annex, the graphic material of the areas indicated for the functional maintenance and management of buildings) of several uses of land or structures, if the unit of land or part of the unit of land has several uses;
    3. As a “distribution networks” statement regarding the absence of electricity connection without the construction of an additional power line or transformer substation (if the land unit wishes to determine the status of unacquired land);
    4. to authorised persons, in addition to a statement of authorisation;
    5. other documents.

    The original documents must be presented at the request of the employee.
