Foster family is family, an orphan or child left without parental care provides care and upbringing for a period of time until the child can return to his or her family or, if this is not possible until the adoption of a child or the establishment of guardianship.
In order to recognise spouses (a person) as suitable for the performance of the duties of a foster family, spouses (person) shall present a personal identification document in the Orphan's Court of the declared place of residence, as well as submit the following documents:
1) a submission;
2) an opinion of a psychiatrist regarding the state of mental health of a person and an opinion of a narcotic practitioner regarding the person's dependence on narcotic drugs and psychotropic substances or other addictive substances.
In order to recognise a foster family as suitable for the performance of the duties of a specialised foster family, the foster family shall present a personal identification document in the Orphan's Court of the declared place of residence, submit a submission indicating the type of specialisation desired, as well as evidence of experience in conformity with the selected specialisation.Service Processing
An Orphan's court, after receiving the documents of the spouses (person), shall evaluate them, as well as: evaluate the motivation of the spouses (person) to become a foster family, mutual relations between family members; knowledge and skills in the care of the child; ascertain the material state of the family; examine the life conditions of the spouses (person) and draw up a deed regarding the conditions of life; request information from the Register of penalties; register.
The Orphan's Court shall, within one month after receipt of the submission, decide on the suitability of the spouses (person) for the performance of the duties of the foster family.
Upon receipt of the documents of a foster family, the Orphan's Court shall evaluate them, as well as in co-operation with the support centre in conformity with the specialization chosen: evaluate the motivation of the foster family and the appropriateness of the living conditions; evaluate the possibilities to ensure the accessibility of environmental, mobility and rehabilitation services; evaluate the experience; evaluate knowledge and skills in the care of the child.
The Orphan's Court shall, within one month from receipt of the submission, decide on the appropriateness of the foster family for the performance of the duties of the specialised foster family in the relevant specialisation.Receipt of services
If an Orphan's court decides that spouses (a person) are suitable for the performance of the duties of a foster family, it shall inform the foster family regarding the obligation to enter into an agreement with the support centre regarding the receipt of the aid and the possibility to perform voluntary work in a child care institution.
Spouses (person) shall, after taking a decision of the Orphan's Court regarding suitability for the performance of the duties of a foster family, acquire a training course in conformity with the educational programme of a foster family. After the successful acquisition of the training programme, spouses (person) shall receive a certificate.
If the Orphan's Court decides that the foster family is suitable for the performance of the duties of the specialised foster family in the relevant specialisation, the specialised foster family shall enter into an agreement with the support centre regarding the receipt of the opinion of the psychologist regarding the suitability of the foster family for obtaining the status of the specialised foster family in the relevant specialisation, preparation of the characterisation of the foster family, provision of training, provision of training and provision of training and provision of
The specialised foster family shall acquire a training course in conformity with the training programme in the specific specialisation, the amount of which shall be 24 academic hours. After the successful acquisition of the training programme, the specialised foster family shall receive a certificate.
The decision of the child's placement in a foster family, the Orphan's court shall indicate the time period for which a child shall be placed in a foster family. The Orphan's Court may, in the interests of the child, extend the period of childcare in a foster family by taking a new decision.
