Change of nationality record (Valka municipality council)

Process description

1. Service requests
   Service request channels - face-to-face, arrival in the family list department.
   
   Receipt of services documents required:
   1. an application specifying the reason for the change of the nationality record;
   2. a personal identification document;
   3. the birth certificate or extract from the birth register of the father or mother, which proves the person's relationship with the immediate relatives of the bottom-up, and the documents confirming their nationality;
   4. the written consent of the parents of a minor to change the nationality record or, if the minor is in custody, the written consent of the guardian and the decision of the Orphan's Court regarding the conformity of the change of nationality record with the interests of the minor;
   5. An opinion of a Libavian (Liv) organisation determined by the Cabinet regarding the ethnic origin of a person, if the person wishes to change the current nationality record against the nationality record 'Libian (Liv)' and it is not possible to prove the ethnic origin with documents;
   6. an educational document or other document attesting to the proficiency of the official language of the higher (third) grade but, in cases where the person is a disabled group 1, to whom the disability has been granted without a time limit, a group 2 or 3 visual, hearing or speech disabled or older than 75 years, an educational document or other document attesting to the average the proficiency of the official language of the person corresponding to the (second) degree, if the person wishes to change the current nationality record against the nationality record 'Latvian';
   7. a document certifying payment of the State fee.

2. Receipt of services
   Service receiving channels - correspondence, decision of the Ministry of Justice Department, shall be sent by post.
   
   Payments related to the receipt of the service - in accordance with Section 9, Paragraph one of the Law on changing the name, surname and nationality record, the State fee for changing the name, surname or nationality record shall be EUR 71,14.
   A person who wishes to change his or her current nationality record against the “Libian (Liv)” nationality record shall be exempted from the State fee.
